Descriptions
The professional staff at CDC offers a full spectrum of environmental services to our clients. CDC has experience providing quality environmental planning and documentation services in the following areas:
Environmental
Program Management. The
planning and implementation of a successful environmental program requires
careful analysis of the client’s existing business practices, goals and
resources, while ensuring that regulatory requirements are met through cost
effective methods resulting in a net benefit to the environment.
Environmental Regulation Development. We provide technical expertise to assist agencies in the development and implementation of new regulations. We can assist the agency with public hearings/participation, provide regulatory impact reviews, documentation support, and regulatory and document review.
Regulatory
Analysis. We provide technical assistance in the review
of legislative and regulatory requirements and identify potential impacts to
the client’s operation. We can provide
position statements on proposed and pending legislation or regulations, develop
implementation guidance for new requirements, and integrate these requirements
into the client’s existing management plan.
Oil Spill
Contingency Planning. CDC
can develop and implement OPA 90 and state oil spill contingency plans for
marine facilities, vessels, highway carriers, and inland facilities. We can assist our clients in the selection
and evaluation of response equipment and contractors, ensuring the ability to
provide an effective response while containing costs.
Spill Prevention, Containment and Countermeasure Plans. CDC can develop and implement new SPCC plans for a facility, or review and update existing plans to meet regulatory requirements due to facility or regulatory changes that have occurred.
Spill Response Documentation. CDC can provide documentation control for spill response activities, ensuring accurate historical records of response activities, regulatory agency requirements, and potential impacts to the environment, litigation support and lessons learned. Spill documentation is the most overlooked aspect of spill response management, which could result in devastating economic consequences, poor public relations and potential civil or criminal charges.
Project Planning and Management. CDC can provide complete project planning and management support from conception through completion, with our staff of project management professionals utilizing the most current project management tools. We have successfully managed projects of all sizes, providing cost containment and quality control while maintaining project timelines.
Cultural Resource Management. CDC can develop and implement integrated natural and cultural management plans to assist clients in the identification and protection of valuable natural resources. CDC can conduct facility/property assessments to identify and catalog natural and cultural resources, conduct damage assessments, and provide employee awareness training. CDC has experience working with federal, state and tribal historic preservation officers to ensure client compliance with regulatory requirements.
Resource Development Planning. CDC can assist in the development and implementation of resource development plans, with special attention to regulatory and permitting requirements, and local community impacts.
Risk Analysis/Assessments. CDC can assist in the development, implementation, and review of clients’ programs to ensure compliance with regulatory requirements. We will work with the client to develop risk/hazard assessments and incorporate the findings into management plans and policies to reduce potential exposures and increase safety to personnel and the environment.
Feasibility Studies. CDC can provide the expertise to conduct remedial investigations and feasibility studies for the identification and remediation of contaminated sites. We will identify the best available technologies to ensure a cost effective solution that meets or exceeds regulatory requirements and reduces potential client exposure.
Field Investigations. CDC provides Tier I/II field investigations to identify potential environmental contamination and liability. We also provide residential environmental inspections and property transaction screening in compliance with ASTM standards to identify potential environmental concerns prior to property transfers, financing or leasing.
Litigation Research, Documentation, and Support. CDC provides research and documentation in support of litigation. We utilize a wide variety of sources, including: electronic information, government archives, agency record reviews, personal interviews, historical documentation, legal proceedings, court records, legislation and regulations.
Document Review and Analysis. CDC provides document review and analysis in support of litigation, regulatory and legislation review, product/service evaluation, permitting, property transfers, or any specific needs of our client.
