The Chugach SeaPort-e team has Corporate Capabilities that represent the Functional Areas in All Zones as summarized in this document.  The following contract summaries provide just a brief capability statement as they apply to each FA and Zone.

Zone 1 - Experience Depth and Breadth.  

FA 1   GS-35-F-5323 H, L3 introduced several innovative approaches to shipbuilding, including the design, development, and deployment of Palm operating system-based applications. Developed, hosts and administers the Construction and Availability Management System (CAMS), Technical Support Management (TSM), and Electronic Trail Card (ETC). 

FA 2  GS-35F-5323H L3 provide technical and engineering management support services integral to the program management and ship production analysis of the DDG 51 Class Shipbuilding Program.   

FA 3   AMSEC - Computer simulations and modeling techniques for system comparisons and trade-offs, and testing and prototyping hardware to support many of the contract tasks.  Integration, engineering, installation, and testing of the Smart Ship Engineering Control System on USS HUE CITY for NSWC SSES.

FA 4  AMSEC - Computer simulations and modeling techniques for system comparisons and trade-offs, and testing and prototyping hardware to support many of the contract tasks. Integration, engineering, installation, and testing of the Smart Ship Engineering Control System on USS HUE CITY for NSWC SSES, a multiphase, complex evolution accomplished on a tight schedule.

FA 5  GS-35F-5323H L3 Provide technical support to determine Coordinated Shipboard Allowance List (COSAL) impact. Provide configuration change supply support by developing Allowance Appendix Pages (AAPs), fabrication lists and other change documentation to correct the ships outfitting.  Provide technical support to manage the shipboard allowances for hazardous material.  Submit Ship Hazardous Material List (SHML) Feedback Reports. Analyze the ship’s PMS supply requirements and compare them to the COSAL.  

FA 6  AMSEC - Communication program software testing and provision of related documentation and training.  Interactive charting tool development for the presentation and organization of planning data, an automated Internet Relay Chat (IRC) alert system and message logger, and a tactical-exercise track plotter/editor.

FA 7  GS-35F-5323H L3 Provides reliability engineering services to PMS 400D. Develop top-level metrics to report DDG 51 Class performance in the areas of mission readiness, equipment failures, CASREPs, repair parts cost, and mean-time-between-failures (MTBF).

FA 8  AMSEC - Integration, engineering, installation, and testing of the Smart Ship Engineering Control System on USS HUE CITY for NSWC SSES.

FA 9  AMSEC - Design and engineering tasks for several Electronic Support Measure (ESM) system installations.  

FA 10   GS-35F-5323H L3 provides configuration management support to the DDG 51 Class Shipbuilding Program.   Provide AAP management for SUPSHIP responsible systems.

FA 11  GS-35F-5323H L3 Provide quality engineering services to the AEGIS Shipbuilding Production Manager, PMS 400D3, for quality program planning, implementation, and assessment.  

FA 12   GS-35F-5323H L3 maintains and enhances database modules comprising the AEGIS CAMS (formerly AIS).  Maintain the following applications: CAMS,  Deficiency Item Management System (DIMS), Availability Tracking System (ATS) Affordability Cost Candidates (ACC), System Tracking and Resolution Log (STARlog) as well as many other essential programs.  Provide Database Server Administration (DBA) and configuration management for the Problem Resolution And Management System (PRAMS), and Technical Support Management System (TSM), Material Outfitting System (MOS), and Planned Maintenance System (PMS).

FA 13  AMSEC - also provides Port Engineer services for ship maintenance management and work execution, including inactivation support under contract N00024-01-C-4017.

FA 14   GS-35F-5323H L3 Provides on-site support at SUPSHIP Bath during ship construction, outfitting, tests, and trials. Perform support functions for ship tests, compartment completion inspections, certifications, trials, and surveys to include monitoring tests, trials, collecting and evaluating deficiency data, support screening conferences, recording of deficiency screenings, and manage data entry. 

FA 15  AMSEC - Integration, engineering, installation, and testing of the Smart Ship Engineering Control System on USS HUE CITY for NSWC SSES.

FA 16  GS-35F-5323H L3 Identifies and monitors delivery of SUPSHIP responsible Integrated Logistics Support (ILS) elements. Identify and report discrepancies or missing elements.  Prepare and track ILS program milestones. Provide technical support to develop and track milestones and their accomplishment status, and provide graphic and spreadsheet reports of status.

FA 17  GS-35F-5323H L3 Providing executing SUPSHIP with a copy of the outgoing requisition for funding control. Verifying material received is correct with no visual damage prior to issue. Ensuring that all carcass items are accounted for. Providing Ship’s Supply Officer with daily copies of the updated Open Requisition Listing, Carcass Tracking Listing, and Hot Item Listing. 

FA 18   GS-35F-5323H L3 Provides laptops/PDAs and requisite ETC application training to trial and certification teams.

FA 19  AMSEC - Integration, engineering, installation, and testing of the Smart Ship Engineering Control System on USS HUE CITY for NSWC SSES.  Weapons simulator operability, simulation runs, data recording, disk back up, system failure troubleshooting and repair, corrective maintenance, and training.

FA 20  GS-35-5323H GS10TF02EBF-1385 L3 provided program management support. Perform on-site production management functions for PMS 400D3, including naval message coordination and management, ship trial event and rider list coordination, ship production milestone tracking and technical file management.

FA 21 GS-35-F-5323H L3 provides on-site production management and administrative functions at  SUPSHIPs Bath and Pascagoula.

 

Zone 2 – National Capital Region Zone – Depth and Breadth

FA 1   N00178-04-C-2072 – Chugach is prime contractor to the Integrated Warfare Systems Lab (IWSL) for Engineering, Systems Administration and Operations & Maintenance.  GS-35F-5323H L3 Supports the science and technology program identifying and qualifying new technologies for implementation onboard DDG 51 ships

FA 2   N00178-04-C-2072 – Chugach is prime contractor to the IWSL for Engineering, Systems Administration and Operations & Maintenance. We provide all phases of Facility Engineering including specifying the hardware and support components required, procure the required system, plan facility integration, installation and testing and Life Cycle Operations and Maintenance. 

FA 3 - N00019-01-C-0044, N00421-05-C-0026 –Subcontracted to SAIC, Chugach and L-3 Communications are providing modeling analysis, development and implementation support for a cost performance model for OM&N funding to support the Tomahawk Weapon System.  

FA 4  AMSEC - Systems engineering for PEO(IWS) 2.0 and test and trials support for PEO Ships.

FA 5 N00024-98-C-2205 L3 provides MIW ship program with ship technical data and design documentation for MHC51, MCM1 and MCS12 Ship classes. N00024-C-99-2201 L3 develops and reviews drawings, specifications, technical manuals, electronic field changes, and ordnance alterations for the LPD17 shipbuilding program.

FA 6 - N00178-04-C-2072 – Chugach is prime contractor to the IWSL.  The IWSL contains a large commercial systems environment in support of Aegis Weapons System (AWS) Computer Program Production, Program Generation and Program Test.  Our experts work in harmony to provide all engineering services to these systems. N00024-01-D-7028 L3 performs software engineering efforts and programming support required to technically support MK41 VLS Launch Control software implementation.  

FA 7 - N00178-04-C-2072 – Chugach, Prime  Our team of Engineers and Technicians provide complete Life Cycle Engineering Support for the IWSL Tactical and Commercial equipment suites. 

FA 8  AMSEC -  Systems engineering for PEO(IWS) 2.0 and test and trials support for PEO Ships.

FA 9 - N00019-01-C-0044, N00421-05-C-0026 – Under subcontract to SAIC, Chugach is providing system safety analysis and support for the certification of convention and nuclear Tomahawk missiles.  Our team ensures that fleet is provided with Tomahawk missiles that are safe and reliable.  N00024-01-D-7028 L3 applies engineering and analytical disciplines to ensure that safety is considered in all aspects of MK41 VLS design, development, operation, maintenance, and modifications.

FA 10 - N00178-04-C-2072 - As prime contractor to the IWSL, the Chugach team provides complete CM support to the IWSL Tactical Equipment suites.  This includes performing equipment audits, installing and reporting equipment field upgrades, maintaining equipment CM tracking tools, and utilizing the NTCSS OMMS and RSupply programs we provide CM data in the proper format to/from CDMD-OA via the Automated Ships Interface (ASI) process for Navy wide reporting. 

FA 11 GS-35F-5323H L3 provides QA support to DDG51 program in quality program planning, implementation, and assessment, including reviewing test procedures, test plans, ECPs, ICPs, LIs, SCNs, waiver requests and deviation requests for QA impact and reviewing BIW and NGSS Ingalls QA Plans, QA Procedures, and Statistical Process Control (SPC) Plans/Reports to assess compliance.

FA 12 - N00019-02-R-3114 – As prime contractor, Chugach provides information systems analysis and support for the Tomahawk Weapons Control System operation, maintenance, and training requirements.  This effort includes coordinating integration, testing, functional definitions, technical documentation, and installation support.  N00178-04-C-2072 - As prime contractor to the IWSL our Chugach Team provides full scale IT service.  We evaluate existing systems and software, provides design plans to upgrade/replace obsolete systems.  Research, design, plan facility integration and perform Life Cycle administration services for new IT systems.  Our team has installed more than 1000 servers of various types (i.e. DELL, Compaq, HP, Sun, VAX, ConCurrent) and installed, configured and administer many Operating Systems (i.e. HPUX, Unix, Linux, Windows, Solaris) and the associated applications.  Our Network Team provides expertise with designing, procuring, installing and maintaining LAN’s and WAN’s. 

FA 13 N00024-01-D-7026 L3 we support shipboard VLS inactivation and disposal, conducting liaison with the Shipyard and the Navy program office to prevent inadvertent critical technology transfer to foreign governments. We ensure proper documentation exists for the sale of excess MK41 VLS materials.

FA 14  N00024-96-C-6418 , GS-23F-0276K L3 provides support for T-AKR test and evaluation and ship trials. GS-35F-5323H L3 provides extensive test and evaluation and trials support for the DDG51 Program, including the development of INSURV pre-trial briefs, the coordination of certification and inspection teams, and the preparation for and execution of builders, acceptance and final contract trials.

FA 15   AMSEC  - N00178-00-D-2002 Aegis Training and Readiness Center (ATRC) in Dahlgren supports system engineering efforts to develop and maintain current and future training systems for surface systems.

FA 16 - N00019-02-R-3114 –Prime contractor Chugach and L-3 Communications subcontractor, are providing a complete range and scope of technical services for acquisition support for the Tomahawk program.  Provide logistics planning to support design, development, production, deployment, sustainment, modification, and interface to meet the fleet operational requirements. 

 N00178-04-C-2072 - As prime contractor to the IWSL the Chugach team of Configuration Management Specialists provide acquisition logistic support for both tactical and commercial equipment.  We provide requirements for equipment Life Cycle upgrades, field modifications and spare parts. We report equipment logistics data to the Navy community via the NTSCC (OMMS and RSupply) applications.

FA 17 - N00019-02-R-3114 – As prime contractor, Chugach is providing comprehensive technical support for the planning and execution of material support for the Tomahawk Weapon System.  Support includes Program Support Documents (PSD’s), budget exhibits and technical services.  N00178-04-C-2072 - As prime contractor to the IWSL our Chugach Configuration Management Specialist maintain full warehouse functionality including spare parts management, reporting spares usage via the RSupply application, parts auditing as well as adding/deleting spares requirements as equipment arrives/departs. 

FA-18N00019-02-R-3114 – As prime contractor, Chugach provides curriculum review, rewrites and updates to support Tomahawk Mission Planning System hardware and software maintenance and operation. N00024-98-C-2205 L3 supports the Manpower, Personnel and Training program for the MHC51 Class ships, developing Crew Scheduling and Phasing Plans, Master Training Plans, and evaluating training courses for applicability to crew needs

FA 19 - N00019-02-R-3114 – As prime contractor, Chugach provides extensive program, technical and coordination services to support the in-service engineering and maintenance of the Tomahawk Weapons Systems.  This includes coordination of fleet installations, checkout, and follow-up.  N00178-04-C-2072 - As prime contractor to the IWSL our Chugach Team of provides complete Life Cycle Engineering Support for the Tactical and Commercial equipment suites.  This support includes ongoing Corrective and Preventive Maintenance, engineering modifications (EC’s, FC’s ECP’s, ORDALTS etc), direct end user support as well as Configuration Management and Logistics support. 

FA 20 - N00019-01-C-0044, N00421-05-C-0026 – As subcontractor to SAIC, Chugach and L-3 Communications provides business, financial, planning, and coordination support for the Tomahawk Weapons System Program.  Support includes all functional disciplines and program phases to ensure the war fighter receives a system that is, effective, reliable, supportable, and cost effective.  N00178-04-C-2072 - As prime contractor to the IWSL our Chugach Program Management provides complete Contract support including, financial, customer liaison, personnel staffing and organizing/establishing proper infrastructure. 

FA 21 - N00178-04-C-2072 - As prime contractor to the IWSL Chugach provides administrative and clerical service that allows for smooth operations of our office and support functions.

 

Zone 3 – MidAtlantic Zone.

FA 1  N00024-01-D-7028 , N00024-95-C-5334 L3 supports evaluation of MK41 VLS launcher and canister OEMs’ fundamental research and experimentation. AMSEC  - Concept of Operations development for Land Attack Warfare, Tactical Tomahawk, DD(X), and Littoral Combat Ship.

FA2  N00024-01-D-7026 , N00024-95-C-5334 L3 delivers Fleet interface to support development of significant alterations to existing systems. We provide system and process-engineering disciplines that systematically consider the requirements, evaluate alternative concepts, recommend selection, and review design and system specifications.

FA3 AMSEC - Dam Neck and Fleet Forces Command N7 tasks to determine Battle Group C4I/Combat Systems modeling and simulation (M&S) architecture for fleet training.

FA4  AMSEC - Design, prototype, fabrication, test, integration and installation of replacement Peripheral Emulation Systems (PES).

FA5   N00024-01-D-7028 L3 provides the engineering effort to assure the detailed MK41 VLS technical data documentation that is necessary to support system development reflects the latest design, configuration, integration, and installation concepts.

FA6  N65236-00-D-7814 L3 provides SOCOM GCCS applications development and Horizontal Fusion-Net Centric Development.  N00024-01-D-7028 L3 performs technical analysis of selection of hardware and computer software, and OEM proposed modification to existing hardware and software for MK41 VLS and its associated test and training facilities.  

FA7  N00024-01-D-7028 , N00024-01-D-7026 L3 ensures that MK41 VLS and ship RM&A requirements are integrated with the system design and development.

FA8  AMSEC  - For CVN 21, updating the PSMD and providing MP&T workload reduction support, updating shipboard Integrated Data Environment (IDE) plan, updating total ship RM&A analysis and developing a Maintenance Plan.

FA9   N00024-01-D-7028 L3 coordinates safety issues with the Fleet to ensure that safety is considered in all aspects of MK41 VLS design, development, operation, maintenance, and modifications.  AMSEC - Design, prototype, fabrication, test, integration and installation of replacement Peripheral Emulation Systems (PES). System (SSDS).

FA10   65236-00-D-7814 L3 provided GCCS-M systems life cycle services.  N00024-01-D-7028 , N00024-01-D-7026 L3 manages configuration of all variants of the MK41 VLS to control changes and non-conformance.  N00024-96-C-6418 L3 provides configuration management (CM) support by reviewing and analyzing configuration documentation such as ECPs, NECPs, RFW, Requests for Deviation, and Equivalency Statements.

FA11  N00024-01-D-7026, L3 ensures that the processes used in the design, development, fabrication, manufacture of MK41 VLS launchers and canisters result in quality products.

FA12 AMSEC - Information systems development, information assurance, and information technology support, including providing security management and computer system assessment design, data collection, and technical documentation to ensure compliance.

FA13  AMSEC - N00024-01-C-4017, Provides Port Engineer services for Naval Sea Systems Command for ship maintenance management and work execution including inactivation.

FA14  N00024-01-D-7028 , N00024-01-D-7026 L3 ensures that any changes to MK41 VLS are properly tested and that joint interoperability requirements have been fully met at all levels of their life cycle. TT0660843 L3 provides engineering, system interoperability and test support to the Systems Engineering, Project Engineering and Software Engineering departments on AEGIS Tactical and Simulation programs.

FA15    GS23F0129J   L3 provides project management support for a NAVSEA funded program to build two new DDG radar cross-section measurement ranges with responsibility for conducting the demonstration trials.

FA16   N00024-01-D-7026 L3 performs MK41 VLS acquisition logistics for design, development, test, production, fielding, sustainment, improvement of cost effective systems to achieve readiness requirements. N00024-96-C-6418 L3 provides a full range of logistics support to PMS325L in support of the T-AKRs.  

FA17  N00024-01-D-7026 L3 ensures that MK41 VLS test and training facilities and fielded warfighting capabilities are materially sustained.  We manage proper material storage and transportation, and inventories-to-cost to effectively sustain VLS. N00024-96-C-6418 L3 monitors the status of the Shipbuilder’s Provisioning Technical Documentation (PTD) package submissions and reviews.

FA18  N00024-01-D-7026 L3 ensures the MK41 VLS training courses, IETM, and other materials provide the warfighter adequate instruction to attain and retain required knowledge and skills. N00024-98-C-2205 L3 develops Training Plans for MCM and MHC programs. N00024-96-C-6418 L3 reviews and provides comments on the Shipbuilder’s Crew Familiarization Plan, crew training videotapes, and crew training lesson plans and study guides.

FA19  AMSEC - Design, prototype, fabrication, test, integration and installation of replacement Peripheral Emulation Systems (PES). We have also prototyped other systems including Command Table for Ship Self Defense System (SSDS).

FA20  N65236-00-D-7814 L3 provides strategic business planning for IW Exploitation Systems.  Under contracts   N00024-01-D-7028 , N00024-01-D-7026 L3 supports MK41 VLS planning, organizing, staffing, controlling, leading cost effective acquisition management efforts including development, production, deployment, operations, support, and disposal.

FA21  N00024-01-D-7028 , N00024-01-D-7026 L3 applies clerical and administrative disciplines required for seamless MK41 VLS office operations and support functions.

 

Zone 4 - Experience Depth and Breadth

FA1   GS-35F-5323H  L3 Support the Science and Technology Program identifying and qualifying new technologies for implementation onboard DDG 51 ships in Pascagoula. N61331-00-0042 L3 supports R&D on the MK8 SEAL Delivery Vehicle (SDV) and Advanced SEAL Delivery System programs with Coastal Systems Station (CSS).

FA2    N0024-95-C-6428 L3 provides HM&E, Combat Systems, and electronic engineering support for the MCM 1, MHC 51, and MCS 1 ships in Ingleside Texas.  Support includes research and resolution of EMI issues, and review of planned alterations.

FA3 AMSEC -  Reviewed/developed/modified AutoCAD drawings for NSWCCD-SSES cognizant HM&E systems relevant to installation or alteration resulting from  Machinery Alteration (MACHALTs).

FA4    N61331-00-0042 L3 we support prototyping for the SDV MK 8 MOD 1 Program. 

FA5    N00024-08-C-2205 L3 Provide SUPSHIP Ingleside with ship technical data and configuration information for the MHC 51 and MCM 1 ship classes as well as MCS 12. N00024-96-C-6418 ,GS-23F-0276K, L3 provides reviews of technical documentation for the TAKR Class and the OPDS to SUPSHIP New Orleans.

FA6    N00024-01-D-7028 L3 performs technical analysis of hardware and computer software selection, and OEM proposed modifications for MK 41 VLS and its associated test and training facilities.

FA7   Under N61331-00-D-0042 L3 provides RM&A for SDV MK-8 MOD-1 program as well as the Semi-Autonomous Hydrographic Reconnaissance Vehicle, and Hydrographic Reconnaissance Littoral Mapping Device.

FA8  AMSEC  - Assessed Manpower, Personnel, and Training (MPT) impacts for all new / modified NSWCCD-SSES cognizant ship machinery, systems, and equipment.  Demonstrated how the proposed changes will meet the MP&T requirements necessary to operate and maintain the new system in its intended environment and how this approach shall achieve the supportability requirements of the platform it is to be installed upon along with the shore-based infrastructure established to support today’s MP&T requirements.

FA9  AMSEC - Performed equipment functional analyses to determine failure/removal rates, part level essentialities, etc.

FA10    N00024-98-C-2205 L3 provides configuration management support to the MCM 1, MHC 51, and MCS-12 ships, supporting alteration review and Physical Configuration Audits in Ingleside Texas.

FA11    GS-35F-5323H L3 provides QA services to the DDG-51 Production Manager and SUPSHIP Gulf Coast.  This includes quality program planning, implementation, and assessment, such as reviewing test procedures, test plans, ECPs, ICPs, LIs, SCNs, waiver requests and deviation requests for QA impact and reviewing NGSS Ingalls QA Plans, QA Procedures, and Statistical Process Control (SPC) Plans/Reports to assess compliance. 

FA12    N00024-99-C-2201 L3 produces technical and management documentation for the design, test, implementation and maintenance of the Integrated Product Development Environment (IPDE) and the Shipboard IPDE at New Orleans. This includes preparing technical specifications and executing the installation, configuration control, maintenance, troubleshooting, and interface of software/hardware for the LPD 17 IPDE computers, LAN’s, WAN’s.

FA13  AMSEC  - N00024-01-C-4017, Subcontractor to AMS to provide Port Engineer services for Naval Sea Systems Command for ship maintenance management and work execution including inactivation.

FA14    N00024-96-C-6418 , GS-23F-0276K L3provides support for TAKR test and evaluation and ship trials. GS-35F-5323H L3 provides extensive test and evaluation and trials support for the DDG 51 Program for SUPSHIP Gulf Coast.

FA16     N00024-98-C-2205 L3 provides extensive logistics support to the MHC 51 ship acquisition program, supporting ILSMT preparation and execution as well as change proposal review in Ingleside Texas.

FA17     GS-23F-0276K L3 we monitor status of the Shipbuilder’s Provisioning Technical Documentation (PTD) package submissions. GS-35F-5323H L3 supports outfitting, including reviews of COSAL Incrementals for each hull against NAVICP’s Weapon System File and CDMD-OA.

FA18    N00024-98-C-2205 L3 supports Manpower, Personnel and Training program for the MHC-51 Class ships, developing Crew Scheduling and Phasing Plans, Master Training Plans, and evaluating training courses for applicability to crew needs.

FA19    N61331-00-0042 L3 supports CSS in in-service engineering for the SDV MK-8 MOD-1 and SAHRV/HRLMD Programs.

FA20    GS-35F-5323H L3 provides program management support to SUPSHIP Gulf Coast by drafting briefings, point papers, studies, messages, and correspondence, as well as coordinating meetings and VTCs.

FA21    N00024-99-C-2201 L3 supports the program management of the LPD 17 Class Acquisition Program including maintaining of calendars, travel processing and correspondence control.

FA9  AMSEC -  In support of the Marine Corps Ammunition Logistics Branch’s Mine Clearing System ISEA assignments, we visited every active and reserve unit to investigate, inspect, repair, or replace deployed equipment.

FA10  AMSEC - Support on the contract included completion of 58 IPDS installations on various classes of ships including FFG, DDG, CG, DD, CVN, LPD, AOE, and LHA class ships.

FA11  AMSEC -  Support on the contract included thirteen TISS installations on non CORT FFG-7 ships. Developed ICDs to support these installations.

FA12     N63394-02-C-4014 L3 conceptualized, designed, developed, and implemented the National Surface Treatment Center (NSTC) Web site. NSTC, sponsored by the U.S. Navy, provides solutions to surface treatments, coating products, equipment, procedures, and regulations. 

FA14 AMSEC -  Redesign, prototype, and test of a state-of-the art controller for the GAU-2B/A 7.62 mm minigun because of parts obsolescence and high repair costs. 

FA15   AMSEC - Supports NSWC Crane’s major test facilities including the Lake Glendora Test Facility, the Environmental Test Facility, and indoor/outdoor firing ranges. to support ordnance and weapon systems evaluations and environmental/operational

FA16  AMSEC  - Technical material support at NAVICP for EA-6B, and AN/ALQ-99. Development of ILS Plans, User Logistics Support Summaries, and Maintenance Plans for AN/USQ-113(V)3 Radio Countermeasures Set.

FA18    N63394-02-C-4014 L3 conducted user training, developed user and system documentation, and advised the client on IT infrastructure needs to support the hosting and maintenance of the Web portal, including staffing, hardware, software, security, and support services (Internet connection/facilities).

FA20    N63394-02-C-4014 L3 provides input to the NSTCenter Business Plan.  L-3 continues to add enhancements to the system and continues to provide business and infrastructure recommendations to the client.

Zone 6 - Experience Depth and Breadth

FA1   XXXXX-98-D-1929 L-3 provides extensive observation and data collection in the COMUSPACOM command center to assist with the determination of the requirements for new C4I functionality.  Exploration of subtle aspects of this intelligence data requires visits to and discussional at the Joint Intelligence Center Pacific (JICPAC).   

FA2  N68936-00-D-0022 L-3  collected, collated, and organized the information necessary to develop SCSs and an SOF. We conducted engineering studies, provided recommendations for future hardware and software, and participated in the design and development of real-time simulation systems. At the laboratory network level, L-3 performs duties as the F/A-18 Facilities System Architect. We provided extensive support and delivered a multitude of products that provide analysis and documentation of technical, programmatic, and long-range programmatic and system engineering changes.

FA3     GS-23F-8069H  L3 employed systems analysis and operations research tools to perform operational assessments, improve assessment tools, and conduct performance modeling. We have analyzed campaign plans (near, mid, and far term), Sea Power 21 initiatives, Naval Capabilities Plans, and Mission Capability Plans to identify the risks, effectiveness, and cost implications of alternative courses of action. 

FA4  AMSEC - N63394-98-D-1106, supported NSWC Port Hueneme for all variants of the Standard Missile Program, providing in-service engineering, test and evaluation of missile system components; and the development of all technical documentation in paper and digital formats, and design and development of test sets and prototypes.

FA5   N68936-00-D-0022  L3 develops, maintains, updates, modifies, tracks, and evaluates IT hardware, software, and systems documentation for the F/A-18 IT/IS team designs. N00024-96-C-6418/GS-23F-0276K L3 provides reviews of technical documentation for the TAKR Class and the OPDS (Offshore Petroleum Discharge System) for SUPSHIP San Diego.

FA6    N68936-00-D-0022 (L3) performed F/A-18 real-time flight simulation and supporting software design, coding, integration, and test including aircraft, environment, and avionics modeling..  N00024-01-D-7028 L3 performs technical analysis of selection of hardware and computer software, and OEM proposed modification to existing hardware and software for MK 41 VLS and its associated test and training facilities. 

FA7    N68936-00-D-0022 L3 provided life-cycle hardware and software systems planning and engineering in support of systems transition, reliability, maintainability, human factors, cost effectiveness, integration validation, and quality assurance.

FA8 AMSEC -  N63394-98-D-1106, supported NSWC Port Hueneme for all variants of the Standard Missile Program, providing in-service engineering, test and evaluation of missile system components.

FA9     N00024-01-D-7028 L3 applies engineering and analytical disciplines to ensure that safety is considered in all aspects of MK 41 VLS design, development, operation, maintenance, and modifications.

FA10    N68936-00-D-0022 L3 performs Configuration Management/Data Management (CM/DM) functions based on understanding the organization’s priorities, goals, and processes.

FA11    N00024-01-D-7026 L3 provides NSWC PHD with quality assurance for the design, development, fabrication, manufacture of MK 41 VLS launchers and canisters. 

FA12   N68936-00-D-0022 L3  performed upgrades and maintenance support for the MNS-1 real-time network system software located in the F/A-18 WSSF laboratories.

FA13    N00024-01-D-7026 L3 supports shipboard VLS inactivation and disposal, conducting liaison with the Shipyard and the Navy program office to prevent inadvertent critical technology transfer to foreign governments.  

FA14     N68936-00-D-0022 L3 installed multiple instrumentation systems on board F/A-18 aircraft. This included all cabling, data busses, control wiring, and power distribution systems. Operational tests and training were provided.  N00024-96-C-6418 , GS-23F-0276K, L3 Team provides support for TAKR test and evaluation and ship trials in support of SUPSHIP San Diego.

FA 15    N00174-03-D-0006 L3 GSI developed focused Operational Sequence Models for Aviation STW, Surface STW, Surface ASW, and AMW/EXW (Preliminary).  Employing the OSMs, L-3 GSI identified KODs, and then aligned them with NMETS to provide a means to measure performance and assign a value to KOD execution. 

FA16     N00024-96-C-6418/GS-23F-0276K L3develops, maintains, and updates the logistics support plans and other planning documentation such as the Integrated Logistics Support Plan (ILSP) and the Product Support Management Plan (PSMP) N00024-01-D-7026 L3 supports MK 41 VLS acquisition logistics.

FA17    N68936-00-D-0022 L3 procured in excess of $1 million in material in support of multiple Task Orders under the Weapons and Systems Integration Support Services (WSISS) contract. This material included software, special tools, special test equipment, and custom fabricated mechanical and electronic components and sub assemblies.

FA18     N68936-00-D-0022 L3 provided hands-on training for government and contractor personnel on the use of IT systems and application software developed and fielded by the F/A-18 IT/IS team. The design, enhancement, modification, prototyping, coding, testing, evaluation, implementation, and initial and follow-on training for IT applications was completed by L-3.

FA19     N68936-00-D-0022 L3 provided user support, maintenance, and integration services, including call-in and online support, and troubleshooting for the automated scientific and engineering systems developed and fielded by the F/A-18 IT/IS team.

FA20     N68936-00-D-0022 L3 developed, prepared, executed, and documented Project Management Plans (PMPs) and has provided the full scope of project documentation to NAWCWD customers in the F/A-18 and AV-8B laboratories.

FA21     N68936-00-D-0022 L3 provided system administration support for MS Word, MS Excel, Claris Filemaker, 4th Dimension, MS PowerPoint, Draw, security software, and all units and control panel devices that reside in the Macintosh System Folder.

FA1 AMSEC - Use of Office of Naval Intelligence (ONI) Acoustic Intelligence (ACINT 21) toolsets under development within MSSD to enhance similar capability at NSWC and NUWC at a fraction of development costs.

FA7  AMSEC -  Evaluated the supportability adequacy of submitted engineering data for provisioning/supply source data, technical documentation, and all associated technical/logistics documentation to ensure proper installation and life-cycle maintenance/support.
